Paragon has provided services to the utility industry and our current
staff represents 200 years of utility industry experience.
All officers and senior members of the company have extensive
utility backgrounds.
The staff also holds advanced degrees in both technical and financial areas
including MBA’s, PE’s,
master’s degrees and special certifications
(Power Engineering, CMVP,
CEM, CEP,
Engineering Management, and Metering).
Paragon is structured with a matrix organization consisting of project
teams to effectively address the needs of our clients. Key members of
our project teams are cross-trained in multiple areas and have proven
track records in working cooperatively with multiple teams and client
projects. Each team member has come from individual private or government
utilities, the electrical industry, the metering industry, or directly from
universities.
Management
Joe Kelly - President
Joe Kelly is a senior utility professional with over 30 years experience in utility project
management, R&D, integrated resource planning, program design, budgeting, and benefit/cost assessment.
He gained his professional experiences in such organizations as Southern California Edison (SCE),
Occidental College, and the Jet Propulsion Laboratories (JPL).
He has worked on research projects for both public and private sector companies.
Joe provides technical direction and expertise to utility companies and research groups in Japan, Canada, and the United States.
He has designed and deployed utility projects that utilize a variety of communications media and energy management functions.
In addition to this, Joe has a number of published papers at DA/DSM conferences around the world.
Joe has a bachelor's and master's in Science, is a graduate of California Institute of Technology’s Engineering Management Program,
and is a certified Power Engineer from UCLA.

William Jackson - Senior Consultant
Bill is a Senior Consultant for Paragon. He has over 32 years of utility
experience in marketing, communication, demand response, and strategic management.
He is recognized for his innovation and strategic management in unique energy
environments as well as developing, implementing, and managing Major Account Executive programs
in Ohio, Nevada, and Long Island. In recognition of his efforts in support of Renewable Energy,
he was awarded “The Emerald Award” by the Consortium for Solar Technology and Renewable Resources
through the Nevada Senatorial and Congressional Commendations. His sales & marketing program
development has been recognized with awards from both Global Energy and the Energy Provider Network.
He has been on the New York State Governor’s Committee on Demand Reduction. Through this,
he planned and executed demand response protocols for both NY State and Long Island.
Bill has provided expert testimony to regulatory commissions on utility demand response,
marketing, and communications. He also speaks regularly at conferences on
customer services, customer care, and marketing.

Michael Koszalka - Senior Consultant
Mike has over 28 years of experience in demand side management
and utility services marketing. His experience includes integrated
resource planning, integrating DSM with energy trading, and utility operations.
He has developed new products and services for utilities, initiated new demand
side management programs, and led successful marketing programs. In addition, he
has developed and implemented DSM policies and strategies and headed efforts
to value and implement demand side management resources as risk management products.
He has led benchmarking and best practices efforts that resulted in dramatic
improvements in customer satisfaction. Mike is a Certified Measurement and Verification Professional (CMVP)
and a Certified Energy Procurement Professional (CEP).
Most recently he has become an Accredited Lead Verifier for the California Green House Gas (GHG)
mandatory reporting regulation.
Mike has provided expert testimony to regulatory commissions. He has also been invited to
speak before a variety of regional and national conferences and workshops.
He holds a Master of Business Administration in Marketing Management from Golden Gate University.
Mike leads our Evaluation, Measurement, and Verification team as well as our Carbon Management Services.

P.S. Vishwanath - Senior Consultant
Vishwanath has over 25 years of industry experience in establishing and managing
programs in the U.S. and globally. He has worked with investor-owned and
public energy utilities, industry groups, government agencies, and
industry companies. His industry expertise includes strategic consulting
for electric and gas industry companies, software products and services,
business case development and economic analyses, home networking, advanced controls,
and U.S./international standards activities.
Vishwanath heads Paragon’s Software Products & Services group.
He is focused on delivering innovative technology solutions to
enable utility industry clients to effectively plan, launch,
manage, and track energy efficiency, demand side management,
and renewable energy programs.
He also works with client companies providing strategic
consulting to senior management and program managers, conducting
in-depth business case analysis and cost-benefit modeling,
and developing targeted project reports for internal use and for
submission to utility commissions.
